What exactly is NEM?

NEM stands for Net Energy Metering, an initiative by Sarawak Energy Berhad (SEB) that rewards you for producing your own solar electricity. Here’s what it is:

• Your solar panels generate electricity during the day.
• All the electricity produced is exported directly to the SEB grid through a separate PV meter.
• Your home continues to use electricity from the grid as usual via your main SEB meter.
• At the end of each month, SEB offsets the electricity you imported from the grid against the electricity your solar system exported, and the net difference is reflected as a bill credit — reducing your monthly SEB bill.

How NEM works in Sarawak

Step 1: You’re eligible if you…

• Are connected to the Sarawak Energy grid

• Have no outstanding bills of more than 2 months or tampering issues

• Install solar PV only (no batteries allowed under NEM)

 Step 2: You apply through Solaroo

Solaroo takes care of the paperwork, the design and all the necessary with SEB.

Step 3: Watch the magic happen

When your solar panels produce energy, it flows back to SEB’s grid, earning you energy credits.

Do however take note, savings are capped at up to 75% of your average electricity bill, based on your last three months’ usage, as required by SEB. This means your PV system is sized to reduce most of your bill, not exceed it — with extra savings only possible during periods of lower usage, such as when you’re away on holiday.

Starting 2026, Sarawak Energy is offering homeowners a hard-to-miss subsidy under the NEM scheme and we are here to help you claim it.

A few things to note

Before you dive in, keep these in mind:

• NEM doesn’t include battery storage (your credits go to SEB, not a battery).
• Unused credits expire after 24 months.
• All SEB applications are submitted by SEB-registered contractor like Pekat Energy Sarawak (PES), working closely with Solaroo on your installation.
• Your roof’s angle and shading can affect how much you generate, but don’t worry, Solaroo does a full assessment for you before installation.
• There is a PV meter deposit connection charges (non refundable) and collateral deposit that you have to pay directly to SEB, which amount ranges from RM1,000 to RM3,500 depends on your house and phase type.

Effective 1 January 2026, Solar ATAP (Accelerated Transition Action Programme) becomes Malaysia’s new rooftop solar programme, officially replacing Net Energy Metering (NEM), which ended on 30 June 2025.

The short answer is: Yes, solar is still worth it, but ATAP works differently and your PV system sizing matters more than ever.

What is Solar ATAP?

Solar ATAP is designed around self-consumption. That means you use solar energy first for your own home or business and only excess energy is exported to the grid for bill credits.

This shift supports grid stability while still helping Malaysians reduce electricity bills and carbon emissions.

Who can apply?

You can join Solar ATAP if you are:

• An existing TNB customer (home or business)
• A single-owner premise (not multi-tenanted)

• Not under an active NEM contract (If you are, the NEM contract must be terminated first)

How much solar can you install?

Homeowners (Domestic)

• Single-phase: Up to 5 kWac
• Three-phase: Up to 15 kWac

Businesses (Non-Domestic)

• Install up to 100% of your Maximum Demand
• Maximum PV system size: Up to 1 MW

How does the billing work?

You use solar energy for your own consumption first! Any extra energy is exported to the grid and exported energy becomes bill credits!

Credit rates

For homes: Based on your energy charge rate

For businesses: Based on the average System Marginal Price (SMP)

Important to Know: Credits only offset the current month’s bill:

No carry-forward to the next month

No cash payout

Cannot offset SST, KWTBB, AFA, or other non-energy charges

So, oversizing your PV system can lead to wasted potential, which is why proper sizing is critical under ATAP.

Is there a limit to export?

Yes. To ensure grid stability, exports are capped monthly, as per calculated below:

Monthly Export Limit (MAQ):

PV system size (kWac) × 5 sun-hours × number of billing days

Any energy exported beyond this limit will not be credited.

Contract period

The Solar ATAP contract is up to 10 years. After the contract ends:

• You may continue using solar for self-consumption only
• Export and bill credits will no longer apply

Remember, your PV system will still produce electricity for 25+ years! Solar ATAP only defines the export benefit period.

Technical requirements, simplified for you

• PV system must be installed behind your electricity meter
• Certain approvals may be required depending on system size:
  • CCC (Connection Confirmation Check)
  • CAS (Connection Assessment Study)
  • PSS (Power Systems Study)
• Any required grid upgrade costs are borne by the applicant

On battery storage systems (BESS):

Not compulsory

It is allowed

Helps store excess solar instead of exporting

• Apply via the SEDA eATAP portal
• Application fee: RM7.50 per kWac
• PV system must be completed within 18 months after approval
• e-Certificate issued upon completion

While official details will be revealed in December, ATAP is expected to:

In short, instead of a fixed one-to-one offset of electricity billing as in NEM, Solar ATAP will probably apply the System Marginal Price (SMP), essentially a floating, market-clearing wholesale rate for exported surplus power.

If you’ve read recent news about TNB’s electricity tariff updates, you may have come across the newly introduced Time-of-Use (TOU) option. But what exactly is TOU and more importantly, how does it impact your electricity bill, especially if you are already using solar energy?

Let us break it down for you. 

What is Time-of-Use (ToU)? 

Time-of-Use focuses on when you use electricity, rather than how much you use. Unlike the traditional flat-rate tariff where you are charged the same amount per kilowatt-hour (kWh) regardless of when you use it, ToU rewards you for using electricity during off-peak hours, when demand is lower and charges more during peak hours, when demand is high. 

Here’s a quick guide based on TNB’s residential ToU time zones: 

• Monday to Friday

Peak: 2 PM to 10 PM = Higher electricity rates

Off-Peak: 10 PM to 2 PM = Lower electricity rates 

• Saturday, Sunday & Public Holidays*

Off-Peak throughout the day (24 hours) = Lower electricity rates 

Note: Public holidays are the following 15 days including New Year’s Day, the first and second days of Chinese New Year, the first and second days of Hari Raya Aidilfitri, Labour Day, Wesak Day, the Yang di-Pertuan Agong’s Birthday, Hari Raya Aidiladha, Awal Muharram, Independence Day, Malaysia Day, Maulidur Rasul, Deepavali Day and Christmas Day.  

Refer to the table below for a comparison of costs between the standard tariff and the Time-of-Use (ToU) tariff:

Who benefits MOST from ToU? 

ToU is a game-changer, if you can adjust your usage habits. 

1. You’ll save money if you can shift most of your heavy energy usage (like laundry, air conditioning, EV charging, and water heating) to off-peak hours, especially between 10 PM to 2 PM (next day), or use electricity mostly on weekends.
2. You might end up paying more than a flat-rate tariff if your household’s power consumption happens mainly during 2 PM to 10 PM on weekdays, which falls within the expensive peak period.
    

In short, the ToU tariff is only beneficial if you shift most of your electricity usage to off-peak hours — meaning you’ll need to adjust your usage habits to see real savings. 

 

What if you have solar + ToU (under NEM Rakyat)? 

If you’re a Solaroo customer who have installed a solar PV system under NEM Rakyat and opted for the ToU tariff, you’re in a great position to maximise your energy savings. 

Here’s how the combo works for you: 

• During the day, your solar PV system generates power and reduces your grid dependency, especially during expensive peak hours. 

• Just to recap, under the solar NEM program, your home will use the solar energy you generate first, and only the excess will be exported back to the grid.
• Excess energy is exported back to the grid and offset under NEM’s 1-to-1 credit scheme. 
• The excess energy is also credited based on the time it’s exported. Peak rates apply for exports between 2pm–6pm on weekdays, while weekend exports are credited at off-peak rates.

• By using ToU strategically, you can optimise when you pull power from the grid, for instance during cheaper off-peak hours and rely on your solar energy during peak times. 

In short, the combination of Solar Energy + ToU lets you manage your energy smarter and get more out of your solar investment. 

 

Are there any extra fees? 

When you opt for the TOU tariff, a one-time RM10 stamp duty is required as part of the agreement.

There’s also a monthly Retail Charge of RM10, but this fee is waived if your usage stays at 600 kWh or below. In this low-usage tier, you’re also exempt from the Automatic Fuel Adjustment (AFA) charge.

Additionally, households consuming up to 1,000 kWh per month remain eligible for the Energy Efficiency Incentive, just like those on the standard tariff.

Just a note that ToU isn’t for everyone, but with the right setup and some thoughtful changes in your usage patterns, it can lead to long-term savings.
