Sarawak homeowners, listen up, the sun isn’t just for tanning anymore. It’s for reducing your monthly electricity bills! With Sarawak Energy’s Net Energy Metering (NEM) scheme, you can finally turn your roof into a money-saving powerhouse and with Solaroo, you don’t just install solar, you install confidence.

Pekat Energy Sarawak, powered by Solaroo!

Solaroo is proud to bring our residential solar expertise to Sarawak together with our sister company, Pekat Energy Sarawak (PES). As part of the Pekat Group of companies, PES has been serving Sarawak since 2016, leading impactful off-grid initiatives such as SARES and many more across the state. With PES firmly established on their home ground and Solaroo recognised as the group’s specialist in residential solar, we’re teaming up to deliver safe, smart, and reliable solar solutions tailored for Sarawak homeowners. Together, we’re bringing more sunshine, more savings and more energy independence to Sarawak.

What exactly is NEM?

NEM stands for Net Energy Metering, an initiative by Sarawak Energy Berhad (SEB) that rewards you for producing your own solar electricity. Here’s what it is:

Your solar panels generate electricity during the day.

All the electricity produced is exported directly to the SEB grid through a separate PV meter.

Your home continues to use electricity from the grid as usual via your main SEB meter.

At the end of each month, SEB offsets the electricity you imported from the grid against the electricity your solar system exported, and the net difference is reflected as a bill credit — reducing your monthly SEB bill.

How NEM works in Sarawak

Step 1: You’re eligible if you…

Are connected to the Sarawak Energy grid

Have no outstanding bills of more than 2 months or tampering issues

Install solar PV only (no batteries allowed under NEM)

Step 2: You apply through Solaroo

Solaroo takes care of the paperwork, the design and all the necessary with SEB.

Step 3: Watch the magic happen

When your solar panels produce energy, it flows back to SEB’s grid, earning you energy credits.

Do however take note, savings are capped at up to 75% of your average electricity bill, based on your last three months’ usage, as required by SEB. This means your PV system is sized to reduce most of your bill, not exceed it — with extra savings only possible during periods of lower usage, such as when you’re away on holiday.

Now with a bonus: Up to RM12,000 Subsidy

Starting 2026, Sarawak Energy is offering homeowners a hard-to-miss subsidy under the NEM scheme and we are here to help you claim it.

System size (kWac)

Subsidy amount

2.0 – 3.5 kWac

RM 8,000

>3.5 – 6.0 kWac

RM 10,000

>6.0 – 50 kWac

RM 12,000

Eligibility:

For landed residential customers only

One subsidy per account owner

First-come, first-served, so hurry secure your slot!

With this rebate, your solar payback period gets shorter and your savings skyrocket faster.

Why homeowners are choosing NEM with Solaroo:

Here’s what you get when you go solar the smart way:

Cut your electricity bills: Generate, use, and earn credits.

Built with safety at its core: Our microinverter PV systems come with rapid shutdown technology making your home safer for your family.

High performance, higher efficiency: We use top-tier solar panels from trusted manufacturers, ensuring consistent output, better efficiency and long-lasting performance in Malaysia’s tropical climate.

Boost property value: Solar-ready homes are future-ready.

Enjoy long-term savings: NEM contract runs for 15 years.

Do your part for the planet: Less carbon, more sunshine.

Hassle-free installation with Solaroo: We handle design, approval and performance monitoring so you don’t have to.

A few things to note

Before you dive in, keep these in mind:

NEM doesn’t include battery storage (your credits go to SEB, not a battery).

Unused credits expire after 24 months.

All SEB applications are submitted by SEB-registered contractor like Pekat Energy Sarawak (PES), working closely with Solaroo on your installation.

Your roof’s angle and shading can affect how much you generate, but don’t worry, Solaroo does a full assessment for you before installation.

There is a PV meter deposit connection charges (non refundable) and collateral deposit that you have to pay directly to SEB, which amount ranges from RM1,000 to RM3,500 depends on your house and phase type.

Ready to let the sun pay your bills?

With Sarawak’s endless sunshine, a generous subsidy and our trusted installation, there’s really no reason to keep paying full price for electricity.

You could be exporting power, earning credits and enjoying the glow of free energy from your own rooftop.

So, what are you waiting for, Sarawak? Your roof is ready. Your sun is shining. Reach out to us to make the switch.

Effective 1 January 2026, Solar ATAP (Accelerated Transition Action Programme) becomes Malaysia’s new rooftop solar programme, officially replacing Net Energy Metering (NEM), which ended on 30 June 2025.

If you are wondering:

“Is solar still worth it after NEM?”

“Can I still save money?”

“What’s different under Solar ATAP?”

The short answer is: Yes, solar is still worth it, but ATAP works differently and your PV system sizing matters more than ever.

What is Solar ATAP?

Solar ATAP is designed around self-consumption. That means you use solar energy first for your own home or business and only excess energy is exported to the grid for bill credits.

This shift supports grid stability while still helping Malaysians reduce electricity bills and carbon emissions.

Who can apply?

You can join Solar ATAP if you are:

An existing TNB customer (home or business)

A single-owner premise (not multi-tenanted)

Not under an active NEM contract (If you are, the NEM contract must be terminated first)

How much solar can you install?

Homeowners (Domestic)

Single-phase: Up to 5 kWac

Three-phase: Up to 15 kWac

Businesses (Non-Domestic)

Install up to 100% of your Maximum Demand

Maximum PV system size: Up to 1 MW

How does the billing work?

You use solar energy for your own consumption first! Any extra energy is exported to the grid and exported energy becomes bill credits!

Credit rates

For homes: Based on your energy charge rate

For businesses: Based on the average System Marginal Price (SMP)

Important to Know: Credits only offset the current month’s bill:

No carry-forward to the next month

No cash payout

Cannot offset SST, KWTBB, AFA, or other non-energy charges

So, oversizing your PV system can lead to wasted potential, which is why proper sizing is critical under ATAP.

Is there a limit to export?

Yes. To ensure grid stability, exports are capped monthly, as per calculated below:

Monthly Export Limit (MAQ):

PV system size (kWac) × 5 sun-hours × number of billing days

Any energy exported beyond this limit will not be credited.

Contract period

The Solar ATAP contract is up to 10 years. After the contract ends:

You may continue using solar for self-consumption only

Export and bill credits will no longer apply

Remember, your PV system will still produce electricity for 25+ years! Solar ATAP only defines the export benefit period.

Technical requirements, simplified for you

PV system must be installed behind your electricity meter

Certain approvals may be required depending on system size:

CCC (Connection Confirmation Check)

CAS (Connection Assessment Study)

PSS (Power Systems Study)

Any required grid upgrade costs are borne by the applicant

On battery storage systems (BESS):

Not compulsory

It is allowed

Helps store excess solar instead of exporting

Application process

Solaroo manages all technical assessments and approvals for you. The application includes:

Apply via the SEDA eATAP portal

Application fee: RM7.50 per kWac

PV system must be completed within 18 months after approval

e-Certificate issued upon completion

Just submit a few key documents to us and we will do the rest!

How do you maximise savings under Solar ATAP?

Solar ATAP rewards smart usage, not oversized systems.

Best practices:

Size your system based on daytime usage, not roof size

Shift usage to daytime (AC, machinery, EV charging, water heaters)

Consider batteries to store excess solar

Avoid installing large systems just to export power

In simple terms — Who is ATAP best for?

Property owners looking for stable, long-term savings

Businesses operating mainly during daylight hours

Those who want clean energy without speculation

Ready for Solar ATAP? Solaroo is here to help

Solar ATAP comes with new rules, but you don’t have to navigate them alone. From:

PV system sizing & cost-benefit analysis

Approvals & application submission

Installation, compliance & monitoring

Solaroo manages the entire solar ATAP journey for you and with you, ensuring your PV system is safe, compliant, and optimised for maximum savings.

Go solar with confidence.
Here are the 4 key changes of your TNB bill:

1. No more fixed blocks (like 200-300kWh)

Previously, you were charged based on how much electricity you used within certain blocks. Now, your TNB bill is broken down into different components like:

Energy charge – the electricity you use

Network charge – the cost to deliver electricity to your home

Capacity charge – cost of maintaining sufficient electricity supply capacity

Retail charge – RM10 per month if consumption is more than 600kWh

The types of charges are as per below:

Energy charge – RM0.2703 (<1,500 kWh per month) / RM0.3703 (>1,500 kWh per month)

Capacity charge – RM0.0455

Network charge – RM0.1285

And great news — TNB has removed the ICPT surcharge for users who consume over 1,500kWh a month.

2. Solar NEM offset remains

Just a quick recap, with a solar PV system under Net Energy Metering (NEM), you will first consume the solar generation during the day. Any excess unused solar generation (Lebihan) will be exported back to the grid. This will then be offset against your total usage at the end of each month.

So even with the new tariff in place, any Lebihan will still be used to offset against the energy, capacity and network charges at the end of each month.

3. Introduction of Energy Efficiency Incentive (EEI)

The EEI is aimed to encourage efficient use of electricity by providing rebates for monthly usage of 1,000kWh and below. For example, if you import 420kWh, you will receive a rebate of RM0.145 per kWh!

Source: mytnb.com.my

4. Other charges

A 1.6% of Renewable Energy Fund (RE Fund) applies to all customers with consumption more than 300kWh whereas 8% Service Tax applies to your bill for usage above 600kWh per month.

Understanding your bill can help you manage your energy usage better like upgrading your solar PV system or monitoring peak usage hours.

Here are 4 examples of before and after:

Let’s calculate your TNB bill – Step by Step:

Before we start, make sure your latest TNB bill is within reach for reference.

As of 18 September 2024, the Malaysian Fire Department has released a “Fire Safety Guide for Rooftop Solar PV Systems” to ensure the safety of rooftop photovoltaic (PV) systems, especially in fire prevention and emergency situations.

Solar energy continues to rise as a preferred source of renewable energy, hence, safety in solar photovoltaic (PV) installations is becoming a critical concern. Particularly, fire hazards associated with rooftop PV systems have prompted the need for enhanced safety measures. Two key technologies are now leading the way in making solar installations safer: rapid shutdown mechanisms and microinverters.

Why Rapid Shutdown Matters

One of the most significant risks in solar PV installations is the presence of DC high-voltage, which remains live even when the system is turned off. In emergency situations, such as a fire, this can pose a severe danger to first responders. Rapid shutdown mechanisms are designed to mitigate these risk by allowing the system to be de-energised quickly. This ensures that no high-voltage electricity is running through the panels or wiring, reducing the risk of electric shock and allowing firefighters to handle the situation safely.

The guidelines from Jabatan Bomba Dan Penyelamat Malaysia (Fire and Rescue Department of Malaysia/Bomba) underscore the importance of rapid shutdown in preventing fires and facilitating safe emergency responses during rooftop PV system installations.

Microinverters: The Safer Inverter Choice

Microinverters are emerging as the new standard in solar PV safety. Unlike traditional string inverters, which handle multiple solar panels at once, microinverters are installed on each panel. This not only improves the performance of the system but also enhances safety by limiting the impact of faults to individual panels.

(Above) Solaroo’s microinverter setup, only the affected solar panel’s output is affected when there is shading as compared to the string inverter, the production of the entire PV system is determined by the performance of the panel with the lowest output

In case of a fire or malfunction, microinverters isolate the affected panel, preventing the spread of electrical faults across the system. Moreover, microinverters facilitate rapid shutdown at the panel level, making it easier to deactivate the system and ensure that first responders are not exposed to dangerous DC voltage.

Addressing Fire Hazards in Solar Installations

Despite the reliability of solar PV systems, fire risks do exist, particularly due to the risk of DC arcing and overheating. These issues can arise from poor installation, faulty components, or wear and tear over time. The guidelines emphasize the importance of certified materials and qualified installers to prevent such incidents and ensure the longevity and safety of the system.

(Above) The ideal roof covering and insulation layer with minimal fire risk

Enhancing Solar Safety

As the demand for solar energy grows, safety features like rapid shutdown and microinverters are becoming essential. These technologies not only protect homes and businesses but also safeguard the people who maintain and respond to emergencies involving solar systems.

Incorporating these advancements will elevate the safety standards of solar PV systems and provide peace of mind for both system owners and emergency responders. Solar installations, when equipped with the latest safety measures, offer not just environmental benefits but also enhanced operational safety.

(Above) Illustration showing setbacks for three common types of roofs with coverage of more than 33%, A minimum setback of 1 meter must be provided on both sides of the horizontal ridge.

With this in mind, solar adopters in Malaysia and worldwide should prioritize these features when designing and installing their PV systems to ensure a safer, more resilient energy future.

The Government’s Solar For Rakyat Incentive Scheme (SolaRIS) is designed to encourage new installations of solar photovoltaic (PV) systems among residential customers. The goal is to increase renewable energy capacity to 70% by 2050 and reduce carbon emissions. Residential customers who apply for the NEM Rakyat scheme from April 1st, 2024 onwards and successfully commission their solar PV system installations with TNB will receive a rebate.

All you need to know about SolaRIS

Who is eligible for SolaRIS?

Customers qualify for the rebate under the following conditions:

They must be TNB Residential Customers (Tariff A), excluding businesses.

They must be first-time NEM Rakyat applicants from April 1, 2024.

They must be Malaysian citizens.

Please note that each customer is eligible for only one rebate.

How much will I get for the SolaRIS rebate?

The rebate amount will be determined by your Declared Installed Capacity (kWac), which can be verified in your NEM Rakyat Certificate. Each kilowatt-hour (kWac) is equal to RM1,000, with a maximum cap of RM4,000.

For example:

Solar PV Declared Installed Capacity = 2.45kWac

Here’s a guide to help you understand your new TNB bill after installing a solar PV system under the Net Energy Metering Rakyat (NEM) policy.

Before Solar

Below is a sample electricity bill of our client, Mr. Chong, prior to the installation of a solar PV system. The bill illustrates the amount of electricity imported / consumed from the TNB’s grid.

Mr Chong bill sample BEFORE solar

Under Tempoh Bil (billing period) section we can see the billing summary.

 A. Shows the Blok Tarif (kWh) (energy consumption/kWh) for the month, in Mr Chong’s bill, he has imported 688kWh to power up his home between 4 June – 4 July 2022.

 B. Displays how much the energy consumption amounts to, under Amaun (RM) (amount/RM). The rates (Kadar/RM) for Blok Tarif (kWh) are set by TNB.

 C. This section shows the final calculation of how much Mr Chong will be charged.

TNB Blok Tarif price + service charge (6%) + KTWBB (1.6%)

For the billing period stated above, Mr Chong will be charged RM273.22 for his home’s energy consumption, stated under Caj Semasa (current charge)

After Solar

Upon installing a solar PV system, you will notice a few changes on your TNB bill. There are three crucial terms to familiarise yourself with – Electricity Imported, Electricity Exported, and NEM Credit.

The term NEM is a policy in which the energy generated by your solar PV system will be consumed first. Any excess solar energy generated will be exported back to TNB as credits. The exported solar energy will then be used to offset any electricity imported in that same month.

This replaces the need for a battery storage system as any excess solar energy generated is accounted for by TNB as credits, giving you a “virtual battery storage”.

To elaborate this further, most homeowners will not fully consume their solar energy generated during the day due to being away from home for work, school, or any other reasons. Hence, their electricity usage during the day is quite minimum with a greater usage at night where more people are at home. During the day, the basic appliances which consume electricity should be powered by solar energy, with excess solar energy being exported back to TNB. During the night, as there is no solar generation, homeowners will be importing electricity from TNB. At the end of each month, TNB will calculate your total electricity imported and will deduct any excess solar energy which has been exported to TNB, resulting in only paying the net amount.

Let’s examine Mr Chong’s TNB bill at his new home after solar, as indicated in his electricity bill below:

Mr Chong bill sample AFTER solar

 A. This section displays the excess energy generated by Mr Chong’s solar PV system at home.

 B. Shows the solar energy generated by Blok (kWh), for the month. In Mr Chong’s bill, he has generated 427kWh worth RM220.75.

 C. This section shows the final calculation of how much Mr Chong will be charged after deduction of his energy generated against energy consumed. This section shows Mr Chong’s energy consumption for the month, which comes up to 711kWh or RM292.41. After deduction of his solar energy generated, he only has to pay RM65.62.

[(TNB Blok Tarif price + service charge (6%) + KTWBB (1.6%)] –

[Lebihan Tenaga yang Dijana + Caj Minimum Bulanan NEM]

For the billing period stated above, after deduction of his solar generation, Mr Chong will be charged RM65.62.

Baki NEM (Excess NEM credits)

Also, if the energy exported exceeds the energy imported from the TNB grid, the surplus credit will be carried forward to the following month, which will displayed on TNB bill as Baki Nem (NEM Balance). In the TNB bill below, it shows that an excess of 997kWh of energy was exported. Although it doesn’t have an immediate impact on this bill, it will be credited and deducted from the subsequent month’s total.

TNB Bill with baki NEM (Excess NEM)

And there you have it! Now you can easily interpret your monthly electricity bill to monitor how much money you are saving based on the solar energy you export to the TNB grid.
